I'm sorry, I wasn't careful enough last time in reading your post. The base layer of the map controls the maxExtent. You can not (at this time) have a layer which has a different maxExtent than your baseLayer in use with TileCache. If you make your imagelayer a base layer (drop the 'transparent':'true'), does it work correctly?
