Dictionaries, grammer checkers, and the like can be individually installed, 
after downloading them from http://extensions.openoffice.org.

French grammar checking.

If French writing tools are not installed, then the French text will be skipped.
If the French language writing tools are installed but the program thinks the 
French text is in another language,the text will either be skipped, or treated 
as if it was in that language.

There are several organizations that provide phone support.  The cost depends 
upon the specific vendor, but it ranges from US$100 per incident, to $50,000 
per year.  There might be less expensive options and more expensive options 
that I am not aware of, out there.

Apache Open Office is libre software available for gratis from 
http://openoffice.org.
As such, paying for it implies value added services, such as phone support, are 
included.
