Sorry Jim, but I disagree. It is not a moderator's responsibility or
requirement to answer questions on behalf of the list, be it by way of a
rejection or otherwise. Moderators are little more than "backstops" for
garbage that slips past infra's (pretty good) filters and to deal with
subscriber issues, we are not here to make arbitrary decisions on what
the list should or shouldn't see or have to deal with.

I refer you to the ASF moderator's guide:

wherein there is nothing to support Simon's proposal.

Also the Apache OpenOffice PMC guidelines:

which generally conforms to the ASF requirements. Although we could
engage in a protracted semantic debate about the word "valid" in the
sentence:
<Q>Review messages that have been held for moderation, reject spam posts
and allow the valid messages through.</Q>

Until such time as the ASF changes it's list moderation requirements, or
I am removed as a list moderator, I will continue to moderate messages
such as "Quick Office Pro" through to the list.

Might I suggest that we set up a wiki page (or something similar) for
moderators to discuss/compromise on matters such as this.
