Writer works on a stream of text and inserts page breaks where necessary into the output, which is intended for a printer. The pages you see are fictitious and depend on the output paper size. If you mark text on a page and insert it somewhere else in the document, it is inserted into the stream of text and the text re-paginated to account for the missing text in one place and the added text in the other place.
