Rod, I just looked at your new comment on that issue before seeing your message here.
I don't know what "staff member" you are talking about. There haven't been staff members since Apache OpenOffice started up following a license grant from Oracle Corporation. All we have are volunteers providing their personal time, and how that time is prioritized depends on their capacity, competence, and commitment with respect to any specific situation. It appears that QA volunteer Edwin Sharp did not answer your last question to him on 2014-01-06. I have no idea what he meant by his last couple of comments. He has not been active on the Bugzilla since May of that year. An issue usually has an indication how and when its status was changed. I am not clear how or when Issue 98998 was marked RESOLVED - NOT_AN_ISSUE. That does seem inappropriate. In any case, there is not enough information there to be clear what the issue is and whether it involves enhancement to by-design behavior or not.
