Checked as suggested no soffice processes running.
Any other suggestions. Do you know why the older version will not work now.

It sounds as if the quick-starter is running. As you appear to be on
windows do the following to check.
1. Open Task Manager
2. Switch to the Process tab (if not already there)
3. look for any soffice processes running.
NOTE the preceding s
4. If any are running right click on it and select end task from the menu.
Once any running soffice processes are closed try down loading and
installing AOO again.
