Do I understand correctly that, every time you reboot Windows, a new copy of that log file appears in C:\? Does it appear as soon as you reboot, or only after you restart your Web browser? Do you have an OpenOffice tab open in your Web browser when it is restarted? What Web browser do you use? (According to the log file, you may have both Chrome and Firefox installed?)

Since the error messages are related to RSS, I think they indicate a failure in an RSS syndication feed (which I don't really understand) rather than in a download of OpenOffice itself. I agree that the messages are probably harmless, but they seem to indicate some kind of configuration issue in the OpenOffice Web pages or on your computer.

Try to see if you can find the violating entry in Tasks (Ctrl+Alt+Delete)
or in Start up menu

Maybe switching the computer completely off and a minute later on again might 
solve the problem. (if you're on Windows)
