To the best of my knowledge you can create a hyperlink to another document using the navigator but not a cross reference. If the documents are completely independent then this makes sense to me. However, if the documents are part of a master document then you can cross reference across the documents. When working in the separate documents simply type in the name of the reference in the other document (Insert > Cross reference... > Insert Reference). Alternatively if you are cross referencing to headings you could use my outline cross reference macro available from: http://homepages.paradise.net.nz/hillview/OOo/ which will help setup the set references and inserting the cross references to them.
