That would be nice, but not necessarily impossible. Microsoft Excel
for example does a text-to-columns feature when importing these
types of files and although not perfect, can be adjusted quickly to
the right effect.

I understand that currently we have to set the fixed width details
when importing, its just a hassle when you are doing it to multiple
reports continuously during the day. An off the top of my head 
example of enhancment - with the fixed-width option, allow the user
to load an xml file detailing the column widths or breakdown in some
way. This means that you do it once, and then simply load the two
files together when you import it next time.
