It sounds like the workstations are clicking on setup.exe in the archive directory instead of %installed_dir%\programs\setup.exe . I don't use MS Windows much, so someone who knows more may chip in here. There should be a setup guide PDF file in the directory where you extracted the archive that goes into more detail.
