Basic indeed. I've no idea what's happening.
I've done this many times: Just type "=" in the cell in sheet 1, select the cell in sheet 2 (or where-ever), press enter and everything goes fine ... also with changing the contents.

I have gone to Tools/Options/Spreadsheet/General and selected "Always" on Update links when opening, but to no avail.
Even if both sheets are closed and reopened, the change in Sheet 2 is not reflected on cell 1.
Works for me in 1.1.4 on default settings (I always set up for "Update on request only" - I have specific reasons for this)
I used the same technique as for Excel ... Sheet 2 => select cell => "=" => Sheet1 => select cell => <enter>
Works ok for the reverse also.
Can't tell any more from what you have written.
