hi

clicking the ball icon should open up the 
Navigation toolbar, where you have to select which 
elements you will be navigating through. if you 
select Page, you will be able to use the up and 
down arrows to flip through pages. if you select 
Graphics or Tables, you'll skip from one 
graphic/table to the next.

that's how it works in 1.1.3. not sure about 
1.9.xx versions. which one are you using?
