To quote "Help" on this subject:
Inserts data from an HTML, Calc, or Excel file into the current sheet. The data must be located within a named range.
To import data from a *.csv or *.txt file, choose File - Open and then select the Files of type "Text CSV".


So can only import CSV data into an existing document by opening a (new)file as above and copy/paste the data
