It's the equivalent of OO's Paste Special with cells shifted, but with
OO you have to do it thru the Edit > Paste Special > Shift Cells

I know of no shortcut key or mouse shortcut to do it in as few
keystrokes as Excel.
Unfortunately, Calc 2.0 (m72) does not have this capability either. Darn.
I use SHIFT dragging a lot and this is an important issue for many
people. Has anyone submitted a enhancement request before 2.0 comes
out? Let's vote on it.
One other nice touch Excel does is that it shows you the position you're
dragging the block to it.

As far as I can tell, in OOo you can't even drag a column at all.
