It works in Excel 2000 on Windows XP SP2. You have to b careful to press SHIFT and then left-click over the edge of the cell you are dragging. Then, as you move th cursor a blurry line will appear in the closest border. Just release the mouse button and you're done.

I found it in Excel finally. I was trying to click and drag on the column header, not on the side. :(
