i beleive there is no msoffice 98, it was probably a reference to mso97.

there actually is no single answer, because in some areas oo.org is better, in some slightly lacks features.

for example, pdf export, page styles, stylist, customizeability, portability(!), source availability - in these areas msoffice lacks.

oo.org currently doesn't support cells in writer tables bigger than one page (but this is fixed in pre-2 builds), comment/change information (in my opinion) is better presented in word.

(there are a lot more differences, of course, these are the ones i come into contact with more often).

overall it reduces to the question : "which features do you need and how much are you ready to pay for them"

so, to answer this question : they are equivalent in most features and differences could make one of them better for particular environment.
for me oo.org is better :)
