The styles are saved in the document.
If you work with templates, the styles are available in all docs from
that template. You can copy the style from doc1 to doc2:
Format|Styles|Load.

snip

To my chagrin, no STYLE in either of the document, and other
formating was lost.

I think that what happened is this, part of the documents were
scanned, saved as MS.doc, worked on as .doc then saved as doc. as
need to pass such a file onto someone else. Were most of the
formatting rules lost? If so I guess I have to save in OOo format. If not why and how do I overcome?

This kind of formatting is not affected by saving as MS-doc. Are you sure your formatting is gone? Have you tried if the "Paragraph Styles" button is pressed (as Tony pointed out)?

Yes, a number of the formatting styles were lost. When I saved a warning came up and said that something would not be saved, I disregarded and saved. (Forget exactly what the message was.)
I know this warning. I save as MS-doc regularly.

I had an under border on the header, lost; an over border on the footer lost.
Also the new para style I created was no longer available after saving. However, the second document was still in the format I set it at but could not find what it was. Also, again the para styles was not in the STYLES para menu.
Did a test just now.
Borders disapear when saving as MS-doc (OOo 1.1.2, WinXP)
The created style and its properties however, are OK ....
Also when opening again in OOo after editing in Word2003 (performing a nice crash for me ;-)

Kind regards,
Cor
