[users] Bullets in snapshots...

I have been trying to resolve and issue, and I told it should work. It 
is issue #40717. For me in the snapshots, when I click on the bullets 
button, the program indents, but no bullet appears. I have tried to 
re-install the OpenSymbol font, but it hasn't helped.

The bullet shows up fine in 1.1.4 but not in 1.9.79 or .80. Also the 
OpenSymbol font appears differently in the special character insert menu 
in the two versions. Specifically, the bullet doesn't show up in the 
1.9.79 or .80. It should be the 5th down and 3rd over with code U+2022. 
It the snapshots it is not there, but it is there in 1.1.4.

Has anyone else experience this? I have Win XP. All of the screen shots 
are attached to the issue at
