The answer to your question is "Yes."  Here's why:

It's a fairly safe bet that your original documents use empty paragraphs to achieve double spacing between visible paragraphs, i.e., <Enter> was merely pressed twice. I don't recall what MSO provides to format seperation before and after paragraphs, but whatever it may be wasn't used to format your documents. What you are seeing is the result of formatting these "empty" paragraphs in OOo.

To thoroughly eliminate the behaviors you're seeing, delete the empty paragraphs. Then set the spacing above and/or below your remaining paragraphs using the settings in the Format>Paragraph>Indents & Spacing box. This action should provide you with more desireable results.
