You can download and try the 2.0 beta now if you desire....
Unfortunately, it is a beta, so it is not as stable as a production product.

OOo 1.1.4 does not have the ability to create a new database. 1.1.4 has
the ability to connect to an existing database, just not create a new one.
The new version that is available as OOo 2.0 Beta, does have the ability.
