I'm not sure I understand the problem, but I'll take a shot at it anyway. :-)
When you go to the download page: http://download.openoffice.org/1.1.4/index.html
you simply have to select your language, operating system, and a mirror. If you're in the US, just pick one of those.
Sounds like, however, you don't have javascript enabled, and in that case you'd be referred to THIS page:
http://download.openoffice.org/1.1.4/index-nojs.html
Select your language from the menu on the right and select a mirror site -- they all will enable you to download the same program. It would probably help if you select a mirror located in your own country.
