I was working on 113 on Linux when I tried it. Paragrah Designer = Paragraph Stylist (spot the FrameMaker user :-)
I did exactly what you said and nothing happened, unless I was dreaming. I tried it a couple of different time. I just tried it in 114 (also Linux) here in the office and it worked.
