To be more precise: without having to restart the application either - change the locale under Tools.Options.LanguageSettings.Language for all spreadsheet documents currently open or to be opened afterwards, which affects all cells that have "Default" as the number format's language, or - explicitly set the locale in the number format of specific cells.
