Have you looked at using Styles instead of inserting hard Page Breaks?

For example, as it appears from your statements most breaks are inserted to start a new chapter, create a new ChapterStart Paragraph style and select "Insert Page Break [Before] in the Text Flow tab.

Hi Jane, I'm not sur eif this is a bug or not. However you may also be interested in this functionality in OOo 2 beta as I think it has quite a lot more optins for PDF export.

Also have you seen http://oooauthors.org, they would be quite interested in
technical quthors to help writing some more docs for OOo 2.0.

That is one of the Points why you shouldn�t use manual breaks
excessively. Wysiwyg is always Wysiwywtg (What you see is what you whish
to get) please keep in mind that pdf uses it�s own Fonts what can result
in page formating differrences as you see.

Use less manuell breaks and you will have less problems.
