When formatting a paragraph, some things require highlighting and others don't. If you're just changing a property of the paragraph itself, like indent or space before or after, you don't need to highlight, just to have the cursor in the paragraph.
If you're changing the contents of the paragraph, like font of characters, then you do need to highlight the text that you want changed because some times you really want to apply the change only some of the text.
I'm not sure which category line spacing falls into, but I would guess the former.

I agree with the reveal codes. They just have to give us extra selections.
When you make the choice to change to single space, do you have the paragraph highlighted or selected. When I was changing the input that I had, I had to make sure the paragraphs were highlighted for every change that I made.
