Thanks for all the ideas so far. Unfortunately, I'm still having problems with the page borders. I've unchecked apply border as suggested but the page borders are still above the header box and below the footer box. I can't get them to appear close to the text at all.
I'm stumped on what to do. Any ideas appreciated! Should I also raise an issue on the OOo website?
