While the entire text was selected in the doc; I changed it to "None" and saved the new settings, and returned to reset it back to English(US) and saved that setting. But it did not alter the operation of the spell check feature.
It appears that the "Default Format" information is not really accessable. I would of thought all document configurable options would be in the File->Properties dialog. But from the context of the dialog, it appears that it doesn't cover the contents of the document. The only option that appears to make a difference enabling Spell Check on existing docs is the use of the "Default Format" option.
