First, OOo is available both by download and CD. If your company is in a position to copy the program to CD this would be most economical for you as there is no cost for the download.
There is not a reseller discount because there is no cost to download and use or distribute OOo.
Also, you don't say if you want the version to be in Russian or one of the many other languages available. You will also find links to all these at the project's home page given above.
