Hi, As others have mentioned, OpenOffice.org is completely free and you can make as many copies and give them away to anyone you want to completely legally.
However since you have so many desktops to put OpenOffice.org onto, you might consider buying StarOffice as it comes with more commercial support from Sun Microsystems (the principle sponsor of OpenOffice.org). You will probably find that their Moscow office would be willing to give you a very good licensing deal for so many users. Note that it is always good to support the primary sponsor of this project to make sure that they can continue their progress and sponsorship of the project. (And no I neither work for Sun nor have any commercial relationship with Sun).
