Doug, not sure what you're saying here. I saved the file with the desired styles as a template. It showed up in the S&F list, yet the paragraph styles were not available for use in new documents, even when All Styles was displayed in S&F.
Even if this worked, IMO it would not be the right way to do it. I do not want to proliferate templates because I add styles. I want to be able to import new styles into one default template. I believe that's the logical way to do it.
Unless perhaps I've missed your intent.

I store templates in a subdirectory outside the program's. Specifically, in Windows, I use c:\My Documents\OOoTemplates. In Linux, it's /home/doug/OOoTemplates. That way the templates remain intact as I move from one version to the next. It's only a one time change in Options > Paths for a new installation to be able to use all that earlier hard(!) work.
Every time I want to create a new document, using File > New > Templates and Documents, I "Open" the template I want to use and all the styles I have set are available. If I want to add another style, I can select "Edit", make the addition, the save the template again. You could, of course, make any custom template your new default by following the instructions in the Help file.
I find this method of managing templates and styles to be very natural. It also gives me the ability to easily use different templates for different requirements. Maybe you are leaving out a step if your saved template isn't returning with the styles.
