Still don't know why.

In OOo/Linux, everything works great. I saved the file in sxw and doc formats. I have to send it to a Windoze user. I then rebooted into Windoze to verify the doc file.
In Windoze, Word 2000 screws up the pagination a bit putting part of the 5th page on the 6th. That's no big deal, but page 6 has the border of the frame running off the bottom of the page (even the footer is gone on that page) and I see no pictures.
Just for the heck of it, I tried opening the file in OOo 1.1.4 for Windoze. It opens fine and doesn't screw up the text pagination, but still no pictures.
I went back into Linux and unzipped the sxw file and the jpg's are in it, not linked.
Any ideas what's going on? Are frames too much for the doc format in 1.1.4?
One *really* weird thing: On Linux, the sxw file is 53,448 ad the doc file is 35,328. That had me worried to start with because OOo files are "always?" smaller than doc files.
