What is the style of your paragraphs?

Place your cursor in one of those paragraphs, press F11, check that the left-most icon on the top bar is selected, and right click on the highlighted paragraph style. Then select “Modify...” from the drop down menu that pops up.

Have you right-clicked on the frame?

If so, you should get a drop down menu. One of the options is “Frame”. Select it. In the “Wrap” tab you can set fame spacing around the object contained in the frame.

I agree with the answer to question 1 that it is a paragraph format problem.

I think that the problem with the space between the frame and the first line is also a paragraph format problem. Try and reduce the spacing above the first paragraph and then it should reduce the space between it and the frame. The final paragraph you will need to adjust the spacing below.
