[users] Lowercase and Uppercase reversed

I am using Open Office.org 2.4 on a Mac and have a problem with  
writer. Simply put, the cases are reversed. When caps lock is on, or  
shift it types lowercase.  When off it types uppercase, I have tried  
everything and cannot change this.
All other applications on the computer type normally.  How do I  
correct this?
