I assume you're running Windows. After downloading OpenOffice, you have to double click on the downloaded file, to start the installation process. This will take you through a few configuration panels, where you can generally use the defaults. When the installation is complete, there should be an OpenOffice folder and icons in your Start menu. You can use the icons to start the various OpenOffice components. There will also be a folder left on the desktop. Since this folder is used only during installation, it can be deleted after a successful install.
