Best thing is to delete old settings.

Delete the directory /documents and setting/[your user
name]/application data/openoffice.org/3/user

Open a new OOo document. Later copy back the specific settings to the newly 
created directory.

I had a problem importing my settings from OOo2 to OOo3 and OOo was
constantly trying to recover from a crash.
I solved the problem by running from the command with the -norestore (in
WIndows that would be Start > run... and in the dialog box
soffice -norestore

If this does not work I am afraid the only thing to do is to uninstall,
remove the directory with the settings /documents and setting/[your user
name]/application data/openoffice.org/3/user, then try to install again
*not* importing the settings.
You can later import the most important settings by copying them from
openoffice.org2/user/ directory to openoffice.org/3/user.
