I've filed a bug:
http://www.openoffice.org/issues/show_bug.cgi?id=94254
[Summary: Default Dictionaries (English, French, Spanish) cannot be
disabled or removed]

There should be no reason to run OOo as root (at any time) merely to
remove extensions.
