Microsoft Powerpoint has the facility to open a document file as a slide show rather than as if for further editing. That intention is indicated by the file extension being .pps instead of ppt. OpenOffice Impress does not have the facility to present a slide show directly; in addition, it does not recognise the .pps extension. It seems that you are using Windows. If so, you can download and install the free Powerpoint viewer from the Microsoft web site. This will do what you need. You can still use OpenOffice Impress to edit such files where necessary.

While file saved as an .odp, it opens in Zip???? ... running XP, using MSFP as Web editor.

Open Document format files are indeed zipped files. For some reason, when you download them (perhaps using Internet Explorer?) the extension is changed to .zip. You can just rename the file to change the extension back to .odp or whatever.

2.  How can this be saved as a .pps?

That's easy.
o  Go to File | Save As... .
o  For "Save as type:", select "Microsoft PowerPoint 97/2000/XP (.ppt)".
o Outside OpenOffice - using your operating system's facilities, that is - just rename the file to change its extension from .ppt to .pps.

3.  How do you add navigation buttons to Impress slide show slides?

o  Go to View | Toolbars > | Form Controls.
o  Select the Push Button button.
o  Drag the cursor to create the button.
o  Right-click the button and chose Control... to set the required properties.
