Automatic hyphenation is a property of paragraphs and of paragraph styles. It needs to be switched on under Hyphenation on the Text Flow tab for the paragraph or paragraph style. It appears to be off by default on many (or all?) standard paragraph styles. Oh, and you also need a hyphenator installed and ticked at Tools | Options... | Language Settings | Writing Aids | Available language modules.
