Sometimes the final release is unchanged from the last prior release
candidate. Does any one know - is RC4 the same as v3.0, or is there some
change to make a download of v3.0 advisable?

It is the same.

Larry, not that I doubt you, but can you provide a reference for your
statement ? RC4 works very well for me, and I'd be very pleased to avoid a
superfluous double download and installation (en_US install, sv langpack)
!...

It was my understanding that it worked this way, but I wanted to be sure so I downloaded the release version and installed it. I had the same build number as RC4.

I decided to search for an official mention and found this from:
http://wiki.services.openoffice.org/wiki/ReleaseStatus_Minutes_2008-10-10_IRC_log

As I do not see any stoppers for RC4 I assume that using this
version as 3.0.0 release should be accepted. Release date should be
Monday 13th to allow an announcement at the release party in Paris :)
