I've been using OpenOffice.org (mostly under Windows) both at work and at home for several years now and have never noticed this. We get a lot of files in Microsoft doc format and usually they appear perfectly. I have not noticed any font problem. Nor have I heard of this problem with fonts elsewhere.
Do you have “Times New Roman W1” on your own system? If not, OpenOffice.org will be substituting a font that you do have on your system, but perhaps not always the best font for the purpose. But OpenOffice.org will still display “Times New Roman W1” in the font window as the name of that font.
Also I can't choose this font if I wanted to in Writer. Accidentaly I noticed that in tutorial document I COULD choose Times NR W1, and I'm sure it wasn't used anywhere in that document.
You can choose almost any name for one of your fonts, by typing it into the font Window. If you mean anything reasonable by typing in a name of a font you don’t have on your system, it is probably that you have a font of that name on another computer which you expect to be using later with the document, or that you are planning to send the document to someone who has that font.
The drawback of this excellently flexible system is that OpenOffice, unlike MS Word, provides no way to tell you that it is substituting one font for another. This could cause problems if the results look good to us but the client spots that the font we are using doesn't match the font name in the document that they sent.
Also, if you add a font to your system while OpenOffice.org is open, even just the QuickStarter, OpenOffice.org will not see it. OpenOffice.org only sees that fonts that are on your system when OpenOffice.org opens. If this causes problems, shut down OpenOffice.org, including Quickstarter, if you have it running, then start it up again.
Also, it is often useful to state what version of OpenOffice.org you are running and on what operating system and on what version of the operating system. It is very possible that there is a font problem on one version of OpenOffice.org on one system, and that I don’t know about it.
