Not required, he's running kubuntu 7.04 & OOo 3.0 won't interfer with
his current (U)OOo 2.2.

John, you just need to download the
OOo_3.0.0_LinuxIntel_install_en-US_deb.tar.gz and install. Here are
instructions on how to do that. Note: the instructions are for 8.04 (you
really should upgrade as 7.04 is no longer supported) but will work in
7.04 as well:

OOo_3.0.0_LinuxIntel_install_en-US_deb.tar.gz

Your new OOo 3.0 install will be in /opt and the new OOo profile will be
in ~/.openoffice.org/3/user

Skip this portion:
cd desktop-integration/
sudo dpkg -i openoffice.org3.0-debian-menus_3.0-9354_all.deb

and jump to #2: Creating A Launcher

And you should be good to go.
