I have never known the answer to this question. I, personally, usually take the downloaded file with me as it is only one file to copy and paste onto my USB drive, but, then again, when I run it on my customer or friends computer it puts a new folder on his/her desktop containing the extracted files. I usually delete this desktop folder after installation to avoid any confusion and to conserve space on their hard disk. On the other hand, if I run the installation from the extracted files then I don't get this folder being created on the desktop.

So, which is the best approach?

Here is my answer.
If I give them a CD, and I do not fill it too full with other stuff, I place
the extracted files/folder on the CD.  The extra step of extraction may
cause someone to try to use the folder/files that appear on the desktop.

If I have filled the CD, stuffed it full with other open source programs, I
may not have the room for this.

Both ways seems OK.
ALSO, I tend to add to my CDs that has OpenOffice.org the documentation
files, popular extensions, dictionaries, and templates. If I am giving them
OOo so they do not need to download it, why not give them the rest on
the CD so they do not need to download them as well?

That is just what I do.  Others may do it different.  Each to his/her own.
