In English, it is called the Table Data toolbar, and should indeed appear automatically when the context demands it - as when you have the Data Sources window open. As you suggest, there seems no obvious way of adjusting this - either of closing the toolbar or of opening it if it doesn't appear. According to the help text, you can reset the behaviour of such toolbars by going to View | Toolbars > | Reset. In my copy of OpenOffice, this option is greyed out, so I cannot experiment with it. But this is presumably because my installation has not been modified in the way that yours has.

How about Tools | Customize... | Toolbars? I imagine that this is not where you correct this problem, but you could try the Reset button, though this would cancel other customisations, of course.

Failing these, this setting is very likely to be saved in the per-user configurations I referred to earlier. So renaming this or some part of it and letting OpenOffice create a new one would be a crude but probably effective solution.
