There has recently been released a real Scribus manual. I mean, as in
"book." It is not free, but worth the money for someone who needs it.

Whether you decide to use OOo or Scribus depends on what you are doing.
I use both, although I use OOo more. For a newsletter I would probably
choose Scribus. All the issues with frames are much easier in Scribus,
plus it handles graphics and typography much better. However, it does
not yet have indexing or footnotes. So which to use depends on the
nature of the task.
