On Linux with Open Office 2.x series, updates did not download the entire 100+ MB packages. Still, there was a decent 30+ MB of files, so about a third of the code files seems to have changed. On Windows, where the OOo packagers cannot know what other possibly conflicting software you may have installed, it seems reasonable that they would include all in a single download.
