OpenOffice.org itself does not control the download to be able to resume after an interruption; for that, you'd need to use a "download manager" like BitTorrent. But even with such a manager, using dialup will probably be fairly painful. If you have access to a computer with broadband connectivity (at a library or a friend's house, for example), you could download the file and store it on a USB drive or a CD, then copy the file onto your own computer and install it.
