Thanks for the suggestions. I thought you had it, but it doesn't work.

First, I do have CTL enabled, but inserting no-wdth-no-break did
nothing. Writer still breaks on the en-dash, thinking that it is a
manual hyphen.

Then I tried the instructions in Index > Hyphenation > Preventing for
specific words. I entered it in the standard.dic with an = after it,
but Writer still thinks it can be hyphenated because it still
interprets the en-dash as a manual hyphen.
