I thought you had it, but it doesn't work. First, I do have CTL enabled, but inserting no-wdth-no-break did nothing. Writer still breaks on the en-dash, thinking that it is a manual hyphen. Then I tried the instructions in Index > Hyphenation > Preventing for specific words.
