I can confirm this behaviour on my version 3.0.1 for Windows XP.
A bit of experimentation shows that the problem is not with your
third paragraph but the second: it is the fact that the previous
sentence (albeit in another paragraph) ends with a digit that causes
this behaviour. There are some exceptions to automatic
capitalisation: abbreviations are not supposed to stimulate a capital
on the next word. Is it possible that Writer is seeing "3." as a
number and therefore not necessarily the end of a sentence? I know
some people write numbers with leading points - e.g. ".3" for "0.3" -
but I should always write "3" or "3.0" and not "3.". Nevertheless,
perhaps that is the exception that is being catered for.
