There was a recent 'mirror cleanup' & you may have gotten caught in that.
3.1rc2 will come out first - there are still a lot of acknowledged
regression bugs that need to be resolved before 3.1 final will be released.

There are a lot of good folks working on the issues, so if you plan to
run 3.1rcX *please* be sure to: 1) review the existing/outstanding bugs,
and 2) if you discover a _new_ bug report it immediately so that it can
be reviewed & possibly fixed before 3.1Final.
