Yes. But, a FOSS file format is not needed. An open standard, usable
by both FOSS and legacy systems is needed. And that need was identified
years ago and walked through development and standardization process by
OASIS long ago:

Then it was walked through the ISO standardization process, without
"irregularities" such as committee stuffing, ignoring procedure and
other unethical behavior.
And to show that we know enough to differentiate between a program and a
data format, we have in the mean time a fairly unambiguous format. As
everyone else has pointed out, all the other applications are working
towards interoprability through compliance with the format:

Where there are shortcomings, such as ODF being the first format to even
plan a standard for formulas, the industry is working together --
obviously with one exception.
